(2nd District) Hayes: Position Paper on U.S. Defense

CHICAGO: Republican nominee for Illinois 2ndCongressional District Isaac Hayes published his position paper on U.S. Defense Policy today, calling for the United States to continue to lead the world toward freedom and liberty.

American National Defense Principles

The American defense policy is to seek and support democracy and its institutions in every nation-state and culture across the globe, with the ultimate goal of ending tyrannical regimes around the world. Achieving this high goal is the work of current and future American generations. The United States is in the early years of a long and tough fight similar to what our country faced in the early years of the Cold War. The twentieth century experienced the victory of freedom over the serious menaces of Fascism, Nazism, and Communism. Currently, a new totalitarian ideology threatens our freedom and democratic values and ideas around the globe. It is an ideology not based in a secular political philosophy, but in the extreme political and social beliefs of a religion. Its contest may be different from the old totalitarian political ideologies of the last century, but its means are similar: intolerance, terror, murder, enslavement, and total repression.

American Geostrategy

The United States of America in order to continue to thwart that brutal enemy must have a strong military presence across the globe. In order to achieve that, the American government must continue to support NATO in Europe, the bilateral defense treaties with Israel, Japan, South Korea, Australia, New Zealand, and India. Moreover, the American government must champion human rights and dignity. It must strengthen and work very hard to prevent terrorist or conventional attacks against us and our friends. A government has no higher obligation than to protect the lives and livelihoods of its citizens. The hard core nature of the terrorists cannot be deterred or reformed; they must be tracked down, killed, or captured. They must be cut off from the network of individuals and institutions on which they depend for financial support. That terrorist network must in turn be deterred, disrupted, and disabled by utilizing a variety of weapons and tools to achieve a victorious result.

American Geopolitics

Washington must work with other nation-states to defuse regional conflicts. The American government must encourage other countries not to support oppressive dictatorial regimes. The United States must continue to support global initiatives such as, U.S. African Command, the Broader Middle East and North Africa Initiative’s Foundation for the Future, and the Community of Democracies. These U.S./global venues promote and safeguard American national interests and global stability. Moreover, America needs to prevent our enemies from threatening us, our allies, and our friends with weapons of mass destruction (WMD). Terrorists have a perverse moral code that glorifies deliberately targeting innocent civilians. Terrorists try to inflict as many casualties as possible and seek WMD to this end.

America and the Global War on Terror and WMD

Denying terrorists WMD will require new tools and new international approaches. We are working with partner nation-states to improve global security at vulnerable nuclear sites worldwide and bolster the ability of countries to detect, disrupt, and respond to terrorist activity involving WMD. Denying terrorist groups the support and sanctuary of rogue states is vital to this fight. The United States and its allies in the War on Terror make no distinction between those who commit acts of terror and those who support and harbor them, because they are equally guilty of murder and crimes against humanity. Any government that chooses to be an ally of terror, such as Syria or Iran, has chosen to be an enemy of freedom, justice, and peace. The world must hold those barbaric dictatorial regimes to account.

America and Rogue Nation-States

The American government must refuse the terrorists control of any nation-state that they would utilize as a base and launching pad for terror. The terrorists’ goal is to overthrow a rising democracy; claim a strategic country as a haven for terror; destabilize the Middle East; and strike America and other free nations with ever-increasing violence. This we can never allow. This is why success in Afghanistan and Iraq is vital, and why we must prevent terrorists from exploiting ungoverned areas across the globe.

America and Globalization

In addition, the United States must encourage and safeguard a new global era of economic prosperity based on the ideas and values of free markets and free trade. To achieve these noble diplomatic goals the American government needs to prepare the armed forces to face these unique challenges. Furthermore, the United States needs to build capable institutions that support and promote this specific American defense policy. The United States is the “shining city” on top of the hill and is destined to lead the world towards freedom and liberty.
